i don't think it's adviceable. i mean, when you eat, the eyeliner chemicals could go to your mouth, and you might eat it. unlike eyeliners, lip liners are designed for lips near your mouth so therefore, its chemical compositions are mild enough to be swallowed-unintentionally.
Of course u can. If u r a kind of goth or emo girl, black eyeliner would be good. But there r also pink and red eyeliners witch can be used as normal lip liner, and will not look scene at all.
If its a pinkish or peach eyeliner then yeah. Black eye liner would look stupid on your lips though, but its that's your style go for it?
Yes, if it is black don't make it dark. Don't use a black liner with red lipstick, it's just tacky.

Depending on the look you want and the color of the eyeliner, I don't see why not. Whatever the liner is made of, it's supposed to be safe enough to put near your eyes so why not on your lips?
I think the cosmetic companies just want to make more money by telling you you must buy one liner for your eyes and another one for your lips.
