Whatever matches your lipstick, but in general, I don't find lip liner necessary. Most often, it doesn't match up well enough with your lip color and in that case, it just looks awful and really noticeable.

There is no best color, lip liner is just ugly on people.
The best lip liner is the one that matches your lipstick.
