Line your lips right outside of your natural line. Try using a brighter color, and use a clear gloss over it.
I don't know how old you are but IF you are really considering surgery, there is a new plastic piece that is surgically inserted in each, or one lip, that will last forever called Aloderm. I had it done from my certified plastic surgeon. The cost is $1600.00 for one lip and $2600.00 for both lips. That included the out-patient stay at the surgi-center (hospital). What ever you choose, you'll look great.
NOte: Most everyone has one lip bigger than the other, its normal.
victorias secrete has this stuff called Very Voluptuous Lip Plumper and it works pretty good....you should try it on your upper lip since this is the one you want bigger....
