What is the best lip-liner?

I'm looking for one which doesn't smudge or ';bleed'; like most of your basic liners will do. Light Raisin or some kind of Icy Lilac is what I'm looking for.What is the best lip-liner?
Clinique and they have the shades you like.What is the best lip-liner?
