i would actually suggest against wearing lip liner because it can look very unnatural. But if you really want to wear lip liner, or if you have thin lips, chose a lip liner that is as close to your natural lip colour as possible. and don't go for the cheep ones, those don't usually work very well.
chanel lip liner is the best. You can buy it at the make-up counters at your local Nordstrom, Bloomingdales, Neiman Marcus, and sometimes Dillards and Macy's.
