No, it's like using any other makeup. Such as a powder on your eyelids. Same difference. I use my lip liner too as an eyeliner, because it comes up on my lips way too dark. Haha. I wouldn't do it. I know stores like Hot Topic sell liners for both eyes and lips, so I wouldn't take the chance when there are ones specifically for both.
