sure you can. most eye - liner say eye and lip liner. so you are fine. it is safe :)
Yes you can, but it's not ideal. Those products aren't formulated for use around the eye area, and the texture and colour won't be ideal. If the product can be used around the mouth it can *likely* be used around the eye, BUT it's not guarantee. The lip liner may contain a fragrance or chemical that could irritate your eyes if you have sensitive eyes or wear contacts.
Yes you can most of thoes products are made for that although I would suggest wiping it before using it on your waterline.
